Airport & Route Facility Charges
1.1 Airport charges are levied by airport authorities or authorized
organizations and include:
1.2 Terminal facility & runway charge is $ 9.1 for each and every
ton of MTOW.
Between 16.00 - 06.00 local time, additional charge of 20% is being levied.
1.3 Parking charge is 10% of terminal facility & runway charge per
each 24 hours.
Parking of less than three hours is free of charge. Parking of three
hours and longer is charged at the same rate as that per 24 hours.
1.4 Security charge is 10% of terminal facility & runway charge
in daytime.
Note:
1. The amount of charges in parts of US dollar is rounded upwards
2. Aircraft operating flights for search and rescue of people and aircraft
in distress are
exempt from charges listed in para 1.2, 1.3, 1.4.
1.5 Hangar charge is 20 % of terminal facility & runway charge in
daylight time per each 24 hours of hangaring or part of them.
2. Air Navigation Charge
2.1 Air traffic services are provided by the Federal Aviation Authority
of Russia
(FAAR).
2.2 Air navigation charges are levied and collected by the FAAR-authorized
organization:
-for air traffic services provided in the take-off & landing areas
of airport at the rate
of $ 3.9 for each and every ton of MTOW whereas any part of a ton is
rounded up to whole one.
for every take-off and landing operated between 16.00-06.00 local time
additional 20 % is being charged.
en-route air navigation services provided within FIRs are priced at the following rates for each and every 100 km of great circle distance:

2.2.1 The distance included in the formula for charges calculation represents great circle distance flown within Russian
FIRs reduced by 20 km should a landing occur; route segments shorter than 50 km shall not be taken into account; route segments longer than 50 km shall be rounded up to 100 km.
Note 1: In Russia air navigation charges are being collected by IATA or another organization authorized by FAAR.
In exceptional cases and on prior permission of aviation authorities charges may be paid in cash at the airport of landing.
Note 2: Foreign aircraft are exempt from air navigation charges when on the following types of flight operations:
-flights for search and rescue of people and aircraft in distress;
-contigency flights due to fault of avionics or emergency on board;
-training flights;
-flights for testing avionics, airframe and powerplants;
-circuitous flights starting and terminating at the same airport without interim landings and change of payload (if returns).
