Principles Governing Billing and Collection of Air Navigation Charges from International Users of the Russian airspace Main Air Traffic Flow Management Center (M.A.T.F.M.C.) is a unit charged by the Federal Aviation Authority of Russia (FAAR) with preparation of ATC invoices billed through IATA to airlines for en-route air navigation services in the Russian airspace.
For the purpose of improved coordination and understanding between M.A.T.F.M.C. and international airlines regarding billing and collection of air navigation charges, M.A.T.F.M.C. hereby outlines the main informational and operational principles applicable to the composition of billing data.
1. The basis of each and every invoice is planning data in the format of R-form, RPLs and FPLs filed by airlines to the Air Traffic Control units. Filing of FPL is advisable even if an airline had previously submitted an R-form and RPL, as it confirms the airline's intent to operate an enplaned flight and defines a specific routing which may be different from the primary route cleared in RPL and R-form.
2. In the event of changing a flight number, routing, airport of departure and/or arrival, date of flight etc., the airline shall cancel an RPL flight or previously filed FPL and file a CNL and a new FPL as appropriate. In the absence of CNL for the approved flight plan (RPL, FPL, R-form), it is assumed that airline has intent to operate the flight as previously filed. If this is the case, then the airline shall be invoiced in accordance with details filed in the R-form, RPL or FPL (whatever is available) and any rejections arising from the above shall not be accepted.
3. In the event of changing aircraft type or departure time filed in the RPL, R-form or FPL, the airline shall file a respective CHG message. Missing CHGs often result in rejections of an incorrectly invoiced aircraft type. Filing of this type of message is required by the Russian AIP RAC1-1.17/18.
4. In order to verify the actual operation of flight, M.A.T.F.M.C. also uses standard ICAO aircraft movement messages such as DEP and ARR. In the absence of these messages, M.A.T.F.M.C. applies flight reports from the ATC units.
It is also worthwhile to note that when filing any AFTN message related to the flight over the Russian airspace, the address header of each message must contain M.A.T.F.M.C.'s address - UUUWZDZX . Airlines are encouraged to communicate this address to Aerodrome Reporting Offices (AROs) of departure and arrival airports.

Rejections shall contain the date and flight number(s) in question. In case of incorrect routing, the airline's actual routing shall be presented (even if the flight in question did not operate through the Russian airspace). Also if aircraft type is incorrect, airline shall indicate the actual aircraft type.
All airlines are also recommended to check the compliance with the Russian AIP procedures before filing rejections.
